1. Definitions
- "Skolkoll" is the public brand name. The legal entity operating the service is Skolspegeln AB (org. no. 559359-7288), operator of the skolkoll.se domain and related services.
- "Service" means the parts of Skolkoll covered by these terms: (a) the public website skolkoll.se, (b) open data files published on the website, and (c) embeddable widgets for third-party sites. Pro, Data, and Enterprise services with a separate agreement are governed by that agreement.
- "User" means any natural or legal person using the Service.
- "Content" means texts, data, images, and other material displayed by the Service, including public data from Skolverket, SCB, Bolagsverket, and other sources.
2. Acceptance
By using the Service, the User accepts these terms. If the User does not accept the terms, the Service must not be used.
3. Scope of the Service
Skolkoll provides information about Swedish schools, municipalities, and the education system based on public data. The Service is primarily intended for:
- Guardians and students choosing a school.
- Journalists and researchers examining the education sector.
- School staff and municipal decision-makers seeking insights.
- EdTech developers reusing open data files with clear source attribution.
Skolkoll does not warrant that the Service is available 24/7 and reserves the right to amend, restrict, or terminate parts of the Service with reasonable notice.
4. Permitted use
The User may use the Service for:
- Personal information seeking
- Academic research and teaching
- Journalism and investigative work
- Reuse of open data files with source and method information preserved
- Embedding widgets on third-party sites, provided the visible "Data från Skolkoll.se" attribution shipped with the widget is preserved
Detailed rules for prohibited use are in the Acceptable Use Policy. Breach of the AUP is a breach of these terms.
5. Content and intellectual property
5.1 School data
The underlying school data comes from public Swedish registries (Skolverket, SCB, Bolagsverket, Skolinspektionen). The original data is public record and may be used freely under the principle of public access (offentlighetsprincipen).
5.2 Data exports and reuse
When republishing, machine-redistributing, or integrating Skolkoll's open data files for customers, the User must preserve and reproduce relevant source, method, and licence information. If a separate commercial Data agreement sets stricter or more specific terms, that agreement prevails over these general terms.
5.3 Skolkoll's contribution
Skolkoll's aggregations, analyses, presentations, summaries, warning signals, rankings, and pedagogical texts are protected by copyright and belong to Skolkoll. Use of this material requires attribution and is governed by the AUP regarding re-publishing and commercial use.
5.4 User input
If the User submits feedback, corrections, or other input, Skolkoll reserves the right to use these to improve the Service. Personal data is processed per the privacy policy.
6. Disclaimer (no warranty)
THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED. Skolkoll does not warrant that:
- All data is correct or current — data sources like Skolverket have their own delays and errors.
- The Service is free from errors or interruptions.
- The Service is suitable for any specific use beyond the informational purpose for which it is built.
The Service should not be used as the sole basis for important life decisions (e.g. school choice) without being complemented by personal visits, conversations with the head teacher, and own judgement.
7. Limitation of liability
Skolkoll is not liable for indirect damages, consequential damages, lost profit, or data loss arising from use of the Service. Skolkoll's total liability to the User is limited to the amount the User has paid Skolkoll in the past 12 months (for free-tier users: zero SEK).
This limitation does not apply to damages caused by Skolkoll's gross negligence or wilful misconduct, or where Swedish law prohibits limitation (e.g. consumer law).
8. User obligations
The User undertakes to:
- Comply with the Acceptable Use Policy in full.
- Not attempt to circumvent technical restrictions, quotas, or access controls.
- Not use the Service for unlawful purposes.
- For embeddable use: preserve the "Data från Skolkoll.se" attribution that the widget displays.
9. Termination
Skolkoll may immediately block the User's access to the Service for:
- Breach of these terms or the AUP.
- Activity that threatens the Service's stability or other users' experience.
- Unlawful activity.
The User may stop using the Service at any time. For accounts, see account settings for deletion options.
10. Amendments
Skolkoll may amend these terms. The latest version is always at this page. Major changes are communicated via:
- Email to registered users at least 30 days in advance.
- Notice on the Service's home page.
The version history (below) records all changes with date.
11. Governing law and dispute resolution
These terms are governed by Swedish law. Disputes shall be resolved primarily through negotiation. Failing that: Stockholm District Court is the first instance.
