Goal- and result-based governance (Mål- och resultatstyrning)

The governance model where the state sets goals and schools decide how to achieve them. Results are monitored and evaluated.

Mål- och resultatstyrning (goal- and result-based governance) is the governance model that the Swedish school system has been built on since the 1990s. The state defines what students should learn (goals in curricula), but schools decide how to achieve those goals.

Follow-up

Results are monitored through national tests, grade statistics, inspections, and quality reviews. If a school fails to meet the goals, it must take corrective action. The model gives great freedom to teachers and schools but requires systematic follow-up.

Frequently asked questions

What does management by objectives and results mean?

It means that the state sets goals and frameworks for education, while operators (huvudmän) and schools are responsible for how teaching is organised and followed up.

How is it visible in school?

Through curricula, grading criteria, national tests, inspection, quality work, and the requirement that operators and principals analyse results and develop the education.

Is it the same as systematic quality work?

No. Management by objectives and results is the overarching governance model. Systematic quality work is the work process in which the school follows up, analyses and develops the education.
