Base data from the Swedish National Agency for Education, Statistics Sweden and SKR/Kolada, with source references per metric.
Before a feature may process customer-controlled personal data, a DPA must be executed and verified. The repository implements a technical feature lock that requires the correct agreement version and scope — DPA template.
No individual-level data, personal identity numbers or student names are included in any tier.
What you get that is not free
Skolkoll’s municipality pages, comparisons with the national average, coats of arms, the widget and open downloads are free for everyone and will stay free. Municipal Licence gives you what is built on your municipality and your work:
- Board reports and principal dialogue briefs with source and method for every figure, produced and quality-checked by us on your municipality’s data.
- Signals and watchlists when something changes for your schools, instead of searching yourselves.
- Comparisons with other municipalities and a data quality check before the material moves on.
- A source table for every report, so every figure can be checked.
- From Plus: workflow, export and custom comparison groups. In Premium: an API with your own key (capped at 100 calls a minute per key and 50,000 a month per organisation (unless the agreement sets another monthly ceiling), with administrators normally emailed at 80%).
- Support in Swedish with response times under our SLA.

Procurement and contracts
- Can we use direct procurement?
- Always check current thresholds and your internal rules. Skolkoll provides a quote after a scoped statement of work.
- Are you on any framework agreement?
- We are an early-stage company and not yet connected to SKR Kommentus/Adda. We are happy to take part in open procurements and can respond to your request. Contact pro@skolkoll.se and we will return with the relevant documents.
- Invoice or card payment?
- Paid municipal plans are invoiced manually after a quote and contract. In-account invoicing is not active.
- Do we need a data processing agreement (DPA)?
- Features using public school data only do not require a DPA. Before any feature may process customer-controlled personal data, however, the correct DPA version must be executed and verified; the repository implements a technical feature lock for that requirement. See our DPA template and security policy.
- What does support include?
- Email support during office hours in every tier, with response times under the SLA. A quarterly review is included from Plus. Premium adds priority handling and a named contact.
Become a design partner
A few mid-sized municipalities get a discount in the first year in return for feedback. A design partner picks a regular tier and gets what it includes. SSO and custom work are not part of any tier and are quoted separately.
