How we ranked

The list includes preschools in Stockholm that have published children per FTE — the number of children divided by the number of full-time-equivalent staff in the preschool. The list is sorted ascending (lowest first) because fewer children per staff member means more time per child. The context columns show the share of full-time posts held by staff with a preschool-teacher licence and the share with pedagogical higher education.

A preschool-teacher licence is Skolverket's proof that someone is a qualified preschool teacher; as a rule, only licensed preschool teachers may be responsible for teaching. Pedagogical higher education means a university degree with a teaching focus, with or without a licence. The measures are counted separately, so the share with a licence can be higher than the share with pedagogical higher education.

Note: Skolverket publishes no grades or quality ratings for preschool because children aren't assessed. Staffing density is a structural input indicator, not an outcome measure — it shapes children's everyday experience but doesn't tell the full story about pedagogical quality, leadership, environment or pedagogical profile.
